Question on Rep. Green's DeLay money

I honestly don't know the answer to this question and was hoping someone else does know. Is Rep. Mark Green's congressional campaign account completely closed? And follow-up if it's not closed, is there anything that would prevent him from sending the $31,000 from Rep. Tom DeLay back to his congressional account and then giving it to charity as Rep. Paul Ryan finally did yesterday?
